DESCRIPTION: In 2021, the Village of Western Springs took a forward-thinking approach to understand the comprehensive needs of its infrastructure. The goal was to maintain physical assets, protect capital investment, outline future needs, and minimize future maintenance costs. Approximately 40% of the water system and 45% of the sewer system are over a century old, necessitating the adoption of best practices for long-term infrastructure maintenance. This study enables prioritization, risk reduction, and efficient budgeting for upcoming projects. Baxter & Woodman collaborated with the Village to develop a unique Capital Infrastructure Plan. This plan encompasses a thorough review of all infrastructure, estimating project costs, and prioritizing capital projects such as roadway construction, storm sewer improvements, municipal buildings, and more. Infrastructure categories include but are not limited to Roadway/Sidewalk/Pedestrian/Bike, Water Production/Distribution, Sewer (Storm, Sanitary, Combined), Municipal Properties, Street Lighting, and Fiber Optic Network. The plan integrates a data-driven asset management Risk of Failure assessment for each infrastructure item, incorporating public involvement, sustainability, and grant funding opportunities.
