DESCRIPTION: The DuPage Court Revitalization Project in downtown Elgin is a cornerstone of the City’s broader initiative to transform its urban core, with over $60 million invested in revitalization efforts since 2000. HLR was proud to be a significant partner in this transformative project, with our role evolving between the design and construction phases. During the design phase, DLA Architects served as the prime consultant, and HLR acted as a subconsultant, providing critical site civil utility improvement designs, topographic, and land survey services. Our involvement continued into the construction phase, where HLR transitioned to the role of prime consultant, leading the construction observation services to ensure the project’s adherence to design standards and successful implementation.
