DESCRIPTION: Lochmueller developed the VCSAP to address systemic safety problems through Vermilion County with the goal of eliminating preventable traffic deaths by 2050. Two separate project bundles were developed through analysis of historical crash data and development of an HIN: Project #1 – Vulnerable Road User (VRU) Network Upgrades, and Project #2 – Lane Departure Safety Improvements (Systemic). These two project bundles utilize proven, efficient, low-cost countermeasures in City and rural roadways, respectively. The two project bundles will result in 98.3% of the Federal funds will be implemented in underserved communities, as defined by the Equitable Transportation Community Explorer, and 100% of the Federal funds will be implemented in rural areas, as defined by the SS4A program.
